B1) Must the producers always consider the ministerial procedures in order to sell their products?

No, only for those products covered by fire prevention ordinances such as, for example, curtains, upholstered furniture intended to sit, non-upholstered chairs, sofa beds, upholstered beds, mattresses, pillows and construction products not yet subject to CE marking requirement.
