D3) In order to classify a non-upholstered chair, must a sample of the finished product be tested?

No, the test methods prescribe a sample of specific size and constant thickness, made of combustible materials of the chair. If it is not possible, the samples should be cut from a flat sheet made of each combustible material and having a constant thickness equal to the minimum thickness measurable in the finished product.
